In 2012 the mayor of Osaka, Toru Hashimoto, came out "full blast" with a policy that outlawed tattoos -- in the Osaka government at least. Specifically, he ordered a stop to city employees getting inked.

Based on before-and-after cost estimates for Olympic cities since 2002 it appears that none of them came in on budget. Thus we see no reason to think that the Japanese will be any more competent in managing costs.

Once again, those in power forgot about a few details... for example, the opinions of the public...
