  • "Form Over Substance: Japan's Telecommunications Deregulation Debate." [S] Japan's telecom market deregulation path has been more vague concept than coherent course. This report (presented by Computing Japan's editor-in-chief at the Library of Congress' 1996 CyberJapan symposium in Washington, DC) provides a brief historical overview of Japan's post-war telecommunications market and looks at the timing, motivation, and substance of Japan's mid-90s' deregulation fervor.
